October 2026 study
Data center hiring windows by market
Every dated delivery or energization target we could find for the sites in our nine trackers, 36 targets at 29 sites. Each one sets a commissioning window. Where windows overlap in the same market, two or more sites need commissioning people in the same quarter.

Targets by year
Counts of stated delivery, energization or completion targets. Of the 50 tracked sites under construction or approved, 29 have a target date we could find and 21 have none. Targets slip, and a few here already have.

Commissioning windows
The window is the quarter of the stated target and the two quarters before it. That rule comes from published commissioning durations: Level 5 integrated systems testing runs four to six weeks for an air-cooled hall and ten to fourteen weeks for a liquid-cooled AI hall, with Level 3 startup and Level 4 functional testing before it (commissioning levels L1 to L5). Targets stated as a year only get a year-wide window. No source publishes commissioning headcount per site, so this table shows timing; we are collecting team sizes through our commissioning pay survey.

Workforce estimates
These are estimates. Named builds that state both a peak workforce and capacity give a range of about 1.9 to 5.3 workers per MW. We apply that range to each phase with a stated size. The real figure depends on the building design, the schedule and how much work is done off site.
| Named build | Peak workforce | MW | Workers per MW | Source |
|---|---|---|---|---|
| Abilene campus (Oracle, OpenAI, Crusoe), Texas | more than 6,400 on site every day | 1,200 | 5.3 | arrington.house.gov |

Meta's 1 GW New Albany figure is the announced campus total, so its estimate covers the whole campus rather than one building.
Metro electricians
The IBEW says electrical work takes 45% to 70% of a data center construction budget (IBEW, May 2025). BLS counts every electrician in the metro, on every kind of job, as of May 2025.
| Market | BLS metro | Electricians, May 2025 | Targets 2026 to 2028 |
|---|---|---|---|
| Northern Virginia | Washington metro | 16,580 | 2 |
| Dallas-Fort Worth | Dallas-Fort Worth | 20,930 | 5 |
| Phoenix | Phoenix | 17,240 | 1 |
| Atlanta | Atlanta | 13,430 | 3 |
Employment figures are from our trades pay article, which also has HVAC and line worker counts. We have not pulled the other five metros yet.
Hiring impact
- Commissioning hires have to be in place before the window opens, which is the quarter before the one shown. The hiring timeline covers the order.
- Where two or more sites in one market share a window, they compete for the same commissioning agents and controls engineers, and candidates from outside the market need per diem and travel terms settled early.
- Construction crews move site to site, so a target that slips delays the crew's next start.
Method and limits
- Sites come from our data center project trackers. Targets were taken from each site's source page and one or two searches, recorded as stated.
- "Developer, government or news" means the target was stated by the developer, a public body or a news report. "Project database" means it comes from a project-tracking site and we found no statement behind it.
- The commissioning window rule and the workers-per-MW range are ours, built from the published figures cited above. Both are labeled as estimates wherever they appear.
- No commissioning headcount per site exists in print. The column stays empty until our survey has enough answers.
- Download the targets as CSV. Free to reuse with credit to Critical Path Hiring. Data as of October 2026.
Questions
- When do data center projects hire commissioning teams?
- Commissioning engineers, technicians and controls people start before Level 3 startup and run through Level 5 integrated systems testing, which ends at energization or handover. Published durations put Level 5 testing alone at four to six weeks for an air-cooled hall and ten to fourteen weeks for a liquid-cooled AI hall. We show each site's commissioning window as the quarter of its stated target and the two quarters before it.
- How many construction workers does a data center build need at peak?
- Named builds give a range. Meta's Richland Parish campus planned a 5,000-worker peak for 2,600 MW, about 1.9 per MW. The Abilene campus reported more than 6,400 workers a day for 1,200 MW, about 5.3 per MW. Virginia's legislative audit office put a typical building at about 1,500 at peak. We apply the named-build range to each site's stated phase size and label the result an estimate.
- Which markets have the most data center deliveries due in 2027?
- In our trackers, Northern Virginia (1), Dallas-Fort Worth (1), Phoenix (1), Atlanta (1), Columbus (3), San Antonio (2), Hillsboro (1), Chicago (2) have stated targets in 2027.
