What is the difference between a CxA and a startup technician?
A commissioning authority (CxA) owns the commissioning process: the plan, the scripts, the witness points, the issue log and the final report to the owner. A startup technician executes the physical work of bringing systems online under that plan. Both are scarce; they are hired, paid and screened completely differently.
What do commissioning levels L1 through L5 actually mean for hiring?
They describe increasing witness responsibility, from factory and installation verification (L1-L2) through functional performance testing (L3), pre-functional and system-level testing (L4) up to integrated systems testing under failure scenarios (L5). A candidate's real level history tells you which phase of your schedule they can carry.
